Assignment Title: Software Development, Updating, Maintenance and Support Services for the Infectious Disease Surveillance and Early Warning System (İZCİ) Web and Mobile Applications

1. The Republic of Türkiye has received financing from the World Bank toward the cost of the Türkiye Preparedness for Public Health Emergencies Project (TPPHEP), and intends to apply part of the proceeds for consulting services.
2. The consulting services (the “Services”) include the analysis, design, software development, testing, training, deployment, updating, maintenance and support of the Infectious Disease Surveillance and Early Warning System (İZCİ) Web Application and the development of a synchronized İZCİ Mobile Application. The assignment includes examination and migration of the existing systems; preparation of the Project Management Plan; analysis and requirements definition; UX/UI and technical design; development of disease-specific surveillance modules and an event management system; secure integrations with Ministry systems and external stakeholders; artificial-intelligence-supported early-warning and spatio-temporal analysis capabilities; testing, data migration, deployment and commissioning; training; and maintenance, operational support and additional development. The assignment is expected to be implemented over 30 (thirty) months and to require a multidisciplinary team of at least 16 personnel, as detailed in the TOR.

4. The Ministry of Health, General Directorate of Health Information Systems now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
5. A consulting firm is allowed to submit the Expression of Interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for Consultants to associate with any other firm(s), whether foreign or local. Alternatively, if Consultants choose to associate to enhance their qualifications and capability for the assignment, such associations may be in the form of a Joint Venture (in which all members shall be jointly and severally liable) and/or sub-consultants (for whose services the Consultant shall remain responsible). In the case of an association, the Consultants shall explain in the EOI submission: (a) the rationale for forming the association; and (b) the anticipated role and relevant qualifications of each Joint Venture member and/or each sub-consultant for carrying out the assignment. Failure to provide this explanation may result in the association not being shortlisted. For shortlisting purposes, only the qualifications of Joint Venture members will be taken into account; the qualifications of proposed sub-consultants will not be considered.
6. The shortlisting criteria are as follows, in which the specific experience of the Consultant relevant to the assignment will be considered of paramount importance:
i. General Experience of the Consultant (as a firm) in providing consulting services in the IT sector under contracts of comparable size. The Consultant shall demonstrate the successful completion, within the last five (5) years preceding the deadline for submission of Expressions of Interest, of at least one software development project under a single contract with a value of at least USD 6,000,000 or equivalent. The project shall have included a data warehouse, artificial intelligence (AI), and other related software components.
ii. Specific Experience of the Consultant (as a firm) relevant to the assignment in providing similar services under contracts of comparable size. The Consultant shall demonstrate the successful completion, within the last five (5) years preceding the deadline for submission of Expressions of Interest, of at least one software development project in the field of health information systems under a single contract with a value of at least USD 4,000,000 or equivalent. The project shall have included web-based and mobile applications, integration and interoperability with health information systems, data warehouse or high-volume health-data processing, Geographic Information Systems (GIS) or spatio-temporal analysis, artificial-intelligence-supported early-warning capabilities, data migration, information-security arrangements, testing, commissioning, maintenance and operational support.
Key Experts will not be evaluated at the EOI shortlisting stage, and CVs of Key Experts should not be submitted with the EOI.
7. To demonstrate their qualifications and experience in meeting the above shortlisting criteria, Consultants are requested to submit, at a minimum, the supporting documentation listed below. A Consultant firm may use only its own qualifications and experience, and not those of its parent, sister or subsidiary companies or its employees:
i. The firm’s incorporation, trade or registration documents issued by the competent government authority in the country of the firm;
ii. The firm’s company brochure, including its core areas of business and years in business; and
iii. Completed Form-1 (attached to this REOI) providing information on similar contracts. The information shall include the contract name and reference number, a brief description of the scope and main deliverables, the contract value and the amount attributable to the firm, the contract period, the name of the Client and country of assignment, and the Consultant’s role. Copies of completion certificates or Client references for completed contracts are not required with the EOI. At the subsequent proposal stage, the Client may request shortlisted Consultants to submit supporting completion certificates.
8. The attention of interested Consultants is drawn to paragraphs 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
9. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

1. Türkiye Cumhuriyeti, Türkiye Halk Sağlığı Acil Durumlarına Hazırlıklı Olma Projesi (TPPHEP) için Dünya Bankası'ndan finansman almıştır ve bu finansmanın bir kısmını danışmanlık hizmetleri için kullanmayı planlamaktadır.
2. Danışmanlık hizmetleri (“Hizmetler”), Bulaşıcı Hastalık Sürveyans ve Erken Uyarı Sistemi (İZCİ) Web Uygulamasının analiz, tasarım, yazılım geliştirme, test, eğitim, devreye alma, güncelleme, bakım ve destek süreçleri ile eş zamanlı olarak İZCİ Mobil Uygulamasının geliştirilmesini içermektedir. Görev, mevcut sistemlerin incelenmesi ve aktarımı; Proje Yönetim Planının hazırlanması; analiz ve gerekliliklerin tanımlanması; UX/UI ve teknik tasarım; hastalık sürveyans modüllerinin ve olay yönetim sisteminin geliştirilmesi; Bakanlık sistemleri ve dış paydaşlarla güvenli entegrasyon; yapay zeka destekli erken uyarı ve mekânsal-zamansal analiz yetenekleri; test, veri aktarımı, devreye ve işletmeye alma; eğitim ve bakım, operasyonel destek ve ek geliştirme çalışmalarını kapsamaktadır. Görevin 30 (otuz) ay içinde uygulanması ve İş Tanımında ayrıntılı olarak belirtildiği gibi en az 16 kişilik çok disiplinli bir ekibe ihtiyaç duyulması beklenmektedir.

4. Sağlık Bakanlığı Sağlık Bilgi Sistemleri Genel Müdürlüğü, uygun danışmanlık firmalarını (“Danışmanlar”) Hizmetleri sunmaya yönelik ilgi bildiriminde bulunmak üzere davet etmektedir. İlgilenen Danışmanlar, Hizmetleri gerçekleştirmek için gerekli niteliklere ve ilgili deneyime sahip olduklarını gösteren bilgileri sağlamalıdır.
5. Bir danışmanlık firması, görev için kendi başına yeterli niteliklere sahip olduğunu düşünüyorsa, tek başına İlgi Bildiriminde bulunabilir. Danışmanların yabancı veya yerli herhangi bir başka firmayla ortaklık kurması zorunlu değildir. Alternatif olarak, Danışmanlar görev için niteliklerini ve yeteneklerini artırmak amacıyla ortaklık kurmayı tercih edebilirler. Bu ortaklıklar, Ortak Girişim (tüm üyelerin müşterek ve müteselsil olarak sorumlu olacağı) ve/veya alt danışmanlar (hizmetlerinden Danışman sorumlu olmaya devam edecektir) şeklinde olabilir. Ortaklık durumunda, Danışmanlar İlgi Bildiriminde, (a) ortaklığın kurulmasının gerekçesini ve (b) Ortak Girişimin her bir üyesinin ve/veya her alt danışmanın görevin yerine getirilmesinde beklenen rolünü ve ilgili niteliklerini açıklamalıdır. Bu açıklamanın yapılmaması, ortaklığın kısa listeye alınmamasına neden olabilir. Kısa listeye alma amacıyla yalnızca Ortak Girişim üyelerinin nitelikleri dikkate alınacaktır. Önerilen alt danışmanların nitelikleri dikkate alınmayacaktır.
6. Kısa listeye alma kriterleri aşağıdaki gibidir ve Danışmanın göreve ilişkin özel deneyimi son derece önemlidir:
i. Danışmanın (firma olarak) benzer büyüklükteki sözleşmeler kapsamında BT sektöründe danışmanlık hizmeti verme konusunda sahip olduğu genel deneyim. Danışman, İlgi Bildirimlerinin sunulması için son tarihten önceki son beş (5) yıl içinde, en az 6.000.000 ABD Doları veya eş değeri tutarında tek bir sözleşme kapsamında en az bir yazılım geliştirme projesini başarıyla tamamladığını göstermelidir. Proje; veri ambarı, yapay zeka (YZ) ve diğer ilgili yazılım bileşenlerini içermelidir.
ii. Danışmanın (firma olarak) benzer büyüklükteki sözleşmeler kapsamında benzer hizmetlerin sağlanması konusunda sahip olduğu, göreve ilişkin özel deneyim. Danışman, İlgi Bildirimlerinin sunulması için son tarihten önceki son beş (5) yıl içinde, en az 4.000.000 ABD Doları veya eş değeri tutarında tek bir sözleşme kapsamında sağlık bilgi sistemleri alanında en az bir yazılım geliştirme projesini başarıyla tamamladığını göstermelidir. Proje, web tabanlı ve mobil uygulamaları, sağlık bilgi sistemleriyle entegrasyonu ve birlikte çalışabilirliği, veri ambarı veya yüksek hacimli sağlık verisi işlemeyi, Coğrafi Bilgi Sistemlerini (CBS) veya mekânsal-zamansal analizi, yapay zeka destekli erken uyarı yeteneklerini, veri aktarımını, bilgi güvenliği düzenlemelerini, testleri, işletmeye almayı, bakımı ve operasyonel desteği içermelidir.
Kilit Uzmanlar, İlgi Bildirimi kısa listeye alma aşamasında değerlendirilmeyecektir, Kilit Uzmanların öz geçmişleri İlgi Bildirimiyle birlikte sunulmamalıdır.
7. Danışmanların, yukarıdaki kısa listeye alma kriterlerini karşılama açısından niteliklerini ve deneyimlerini göstermek için asgari olarak aşağıda listelenen destekleyici belgeleri sunmaları gerekmektedir. Bir Danışmanlık firması, yalnızca kendi niteliklerini ve deneyimini kullanabilir, ana, kardeş veya bağlı şirketlerinin veya çalışanlarının niteliklerini ve deneyimini kullanamaz:
i. Firmanın, firmanın bulunduğu ülkedeki yetkili resmi makam tarafından düzenlenen kuruluş, ticaret veya kayıt belgeleri;
ii. Firmanın temel iş alanlarını ve faaliyet yıllarını içeren broşür ve
iii. Benzer sözleşmeler hakkında bilgi sağlayan doldurulmuş Form-1 (İlgi Bildirimine Davet ekinde yer almaktadır). Bilgiler, sözleşme adını ve referans numarasını, kapsamın ve ana çıktıların kısa bir açıklamasını, sözleşme bedelini ve firmaya atfedilen tutarı, sözleşme süresini, İşverenin adını ve görev ülkesini ve Danışmanın rolünü içermelidir. Tamamlanmış sözleşmeler için iş bitirme belgelerinin veya İşveren referanslarının kopyalarının İlgi Bildirimi ile birlikte sunulmasına gerek yoktur. Sonraki teklif aşamasında, İşveren, kısa listeye alınan Danışmanlardan destekleyici iş bitirme belgelerini sunmalarını isteyebilir.
8. İlgilenen Danışmanların, IPF Borçluları İçin Dünya Bankası Satın Alma Düzenlemeleri: Yatırım Projesi Finansmanında Satın Alma-Mal, İnşaat İşleri, Danışmanlık Dışı Hizmetler ve Danışmanlık Hizmetleri, Beşinci Baskı, Eylül 2023 (“Satın Alma Düzenlemeleri”) belgesinde Dünya Bankası'nın çıkar çatışması ile ilgili politikasını açıklayan paragraf 3.16 ve 3.17 'ye dikkat etmesi gerekmektedir.
9. Danışmanlar, Satın Alma Düzenlemelerinde belirtilen Kalite ve Maliyete Dayalı Seçim (QCBS) yöntemine göre seçilecektir.
10. Aşağıdaki adresten hafta içi mesai saatlerinde (Türkiye saatiyle) 10.00 ile 17.30 arasında daha fazla bilgi edinilebilir.
11. İlgi Bildirimleri, 31/08/2026 tarihinde 17.30'a (Türkiye saatiyle) kadar şahsen veya e-posta yoluyla aşağıdaki adrese yazılı olarak teslim edilmelidir.
